Setting up Rural Tele Centre (RTC) in Lao PDR

Under the Bilateral Cooperation between Lao PDR and India, National Informatics Center (NIC) has entered in a Memorandum of Understanding (MoU) on Information Communication Technology Cooperation with Government of Lao PDR. There are Nine Areas of Cooperation to be implemented by NIC. Amongst the nine areas, one is to setting up Rural Telecentres (RTCs) in Lao PDR.

 Study made with National Authority of Science and Technology, Lao PDR (NAST) officials and identified sites were surveyed, detailed discussions & meetings were made regarding the readiness of sites.

  As per their feedback both the applications (Rural Bazar and open ENRICH ) were specially redesigned and configured and tested in C-DAC also guide to team for preparation of  User Manuals and Technical manuals and also interact with Lao team for converting them in Lao language.

  For setting the Rural Tele Centre in the 7 provinces & capital of Lao PDR, total of ten (10) RTC sites were visited and RTC’s were setup (Hardware and Network using the ADSL/IPTAR broadband connectivity) and both applications were deployed and hosted as www.sumson.gov.la and www.tarad.gov.la at National Data Centre Vientiane, Lao PDR.

 In this visit interaction was also made with local officials and explaining them the utilities of and functioning of RTC & the brief description and training of how to use the two websites including the troubleshooting.

 Two weeks training was conducted at Vientiane Lao PDR to RTC operators from all 10 RTC’s (Total 35) functionality of use of following.

  1. www.tarad.gov.la

  2. www.sumson.gov.la

  3. Network and Hardware

  All 10 RTC’s were inaugurated by respective Governor of province at the time of establishment of RTC’s and main function held at Vientiane after completion of training which was inaugurated by His Excellency Sh. S. K Goel Ambassador of India to Lao PDR & His Excellency Prof. Dr. Bountiem PHISSAMAY Minister to Prime Minister Govt. of Lao PDR. 

 Achievements: -

  1. This project was successfully completed on schedule time and all 10 RTC has been set up with Acceptance certificate from Governor Offices /Directors of respective for RTC establishment.
  2. Received Certificate of Excellence & completion letter of project from Director General of cabinet NAST Lao PDR.
  3. Appreciation certificates received from Minister to Prime Minister Govt. of Lao PDR for successful establishment of RTC’s & imparting the Training to RTC operators.
  1. Successfully Established of Rural Tele Centre (RTCs) in remote and rural areas along the Mekong River for ICT Penetration Agriculture, Rural Health and Rural Development Programmes is one of the areas of Cooperation between Lao PDR and India.
